GAMCES: Secure access, unified control

Defense Engineering Inc. (DEi), in partnership with the Department of Defense Chief Information Officer (DoD CIO), led the ground-up design and development of the Global ACCM Management Control Enterprise System (GAMCES) to modernize how Alternative Compensatory Control Measures (ACCM) are managed across the enterprise. Purpose- built as a cloud native, “need-to-know” (NTK) platform, GAMCES leverages Azure/M365 technologies to centralize identity, access control, and compliance workflows into a single, scalable system. This unified approach replaces fragmented legacy processes, delivering real-time visibility, standardized governance, and enhanced auditability while ensuring sensitive data is accessible only to properly authorized personnel.

GAMCES introduces a critical innovation in securely operating across classification domains, enabling controlled synchronization of ACCM data from IL6 to IL7 environments. This architecture enforces consistent access policies and compliance tracking across networks, reducing risk and eliminating gaps caused by manual processes. Through its partnership with the DoD CIO, DEi is driving the Department of War’s (DoW) modernization and information protection efforts by delivering a zero- trust-aligned, interoperable solution that strengthens enterprise security and safeguards classified data across the full operational spectrum.

Program Management Office (PMO) support

Aligning acquisition with mission delivery for DODNet

DEi’s Program Management Office (PMO) support to DISA J6 ITD has been central to advancing DODNet modernization by tightly integrating acquisition reform with operational execution. Partnering directly with ITD leadership, DEi helped translate new acquisition reform guidance into actionable portfolio strategies, aligning contract vehicles, procurement timelines, and onboarding priorities with DODNet’s accelerated modernization velocity. This effort addressed critical gaps in contract scope and responsiveness by reshaping the acquisition trajectory to support rapid mission partner onboarding, scalable infrastructure delivery, and lifecycle sustainment. Through this alignment, DEi ensured that acquisition processes no longer constrained delivery, but instead enabled synchronized execution across engineering, procurement, and deployment activities.

At the core of this transformation was DEi’s implementation of the DODNet Systems Engineering Framework, establishing a disciplined governance driven model that provides DISA J6 ITD with end-to-end visibility and control across the project lifecycle. Through integrated governance boards and phase-based execution, DSEF enables rapid decision making, enforces accountability, and aligns engineering, acquisition, and operational activities to mission priorities. This structured and artifact driven approach ensures modernization efforts are synchronized, scalable, and measurable across the DODNet portfolio, accelerating delivery, improving acquisition agility, and positioning DISA to onboard mission partners and meet evolving DISA leadership demands with greater speed and precision.

Cloud Adoption

DEi played a pivotal role in advancing DISA’s Defense Enterprise Office Solutions (DEOS) program, driving large-scale cloud adoption across the Department of War (DoW). As a key partner, DEi led the successful standup of Microsoft 365 environments at both Impact Level 5 (IL5) and Impact Level 6 (IL6) environments, enabling secure, scalable collaboration capabilities for mission-critical and classified operations. This effort required deep technical expertise in cloud architecture, cybersecurity, and compliance, ensuring that the environments met stringent DoD requirements while delivering modern productivity tools to a global user base.

Building on this foundation, DEi executed the migration and onboarding of over 500,000 users along with their associated data, minimizing disruption while accelerating adoption of cloud services. The team also led the implementation of advanced Information Protection capabilities and the integration of third-party tools to align Zero Trust principles, enhancing data security and access control across the enterprise. Through these efforts, DEi has demonstrated leadership in the Department of Wars modernization initiatives, positioning DEOS as a cornerstone of secure digital transformation and enabling a more agile, connected, and resilient workforce.
